Show a model answer
Model answer. Prolonged or intense rainfall can saturate soil, reducing infiltration and increasing surface runoff into rivers. In urban areas, impermeable roads and roofs accelerate runoff. Building on floodplains puts more people and property in exposed locations, while blocked drains or already high river levels can worsen flooding.
